Scope of application

The European texts cited (GDPR, NIS 2, DORA) do not apply automatically outside the European Union: their scope for an organisation based in Benin or elsewhere, and equivalent local texts, must be checked. A DPO is not mandatory in all cases; designation depends on the applicable law.
