In a nutshell

What this course aims to achieve

Accessibility and evacuation for people with disabilities

A one-day course on evacuating people whose disability makes unaided escape within the required time impossible: safe waiting areas, delayed evacuation, transfer equipment, and spotting the situations nobody has planned for.

Key challenges

  • Invisible disability is the least well allowed for: a hearing-impaired person does not perceive the audible alarm, and nothing in the arrangements provides for anyone to fetch them.
  • A safe waiting area only makes sense if someone knows a person is in it. Without a procedure for recording and passing that on to the emergency services, it becomes a trap.
  • Visitors, temporary workers and accompanied persons appear in no register. Yet it is for them that the arrangements must work with no preparation.
  • An evacuation chair bought and stored in a locked room has never helped anyone: its location and handling must be known to several people on each floor.

Learning objectives

  • Identify the different disability situations in relation to evacuation
  • Distinguish immediate evacuation, delayed evacuation and sheltering
  • Organise recording, escorting and passing information to the emergency services
  • Use the transfer and evacuation equipment available
  • Adapt one's establishment's evacuation instructions and drills

Detailed programme

  1. 1Disability situations and their consequences for evacuation: motor, visual, hearing, cognitive
  2. 2The accessibility chain and routes usable in an emergency
  3. 3Safe waiting areas: principle, signage, means of communication
  4. 4Delayed evacuation and horizontal transfer: conditions and limits
  5. 5Adapted alarm: visual and vibrating signals, designated helpers

Scope of application

Obligations on accessibility and on the evacuation of disabled people vary by country and by building classification: whether safe waiting areas are required, the conditions for delayed evacuation, the accessibility register. The course provides the method; the rules applicable to the building remain to be checked with the competent authority.
