In a nutshell

What this course aims to achieve

From the fundamentals of ICPE regulations to preparing the files (declaration, registration, authorisation)

Four days to understand the classified-installations regime and build declaration, registration or authorisation files, then keep them up to date.

Key challenges

  • The regime (declaration, registration, authorisation) depends on the nomenclature headings: a classification error means filing the wrong file.
  • The file is not an end point: any significant change to the installation must be notified to the administration.
  • The documents (impact study, hazard study) draw on varied skills that must be coordinated.

Learning objectives

  • Classify an activity under the nomenclature and identify its regime.
  • Build a declaration, registration or authorisation file.
  • Place the role of the impact study and hazard study.
  • Track requirements and installation changes.

Detailed programme

  1. 1Foundations of classified installation regulation.
  2. 2Nomenclature, headings, thresholds and regimes.
  3. 3File content by regime.
  4. 4Impact study and hazard study: role and relationship.
  5. 5Processing, requirements and applicable orders.
  6. 6Follow-up: changes, change of operator, cessation of activity.

Target audience

  • Operators, environmental and QHSE managers and consultancies

Prerequisites

  • General knowledge of the site’s activity; no regulatory prerequisite.

Learning methods

In-person training with classification and file-building case studies.

Learning assessment

Classification case study and skills review.

Scope of application

The classified-installations regime described is French; the course does not replace processing by the administration or a consultancy’s support for the file. The regulatory framework described is that of France and the European Union; texts applicable in Benin or another country differ and must be checked with the local authority or operator.
