In a nutshell

What this course aims to achieve

Supplementary module to the first-response and evacuation train-the-trainer course

A two-and-a-half-day module completing the first-response and evacuation train-the-trainer course. It covers scenario design, the observation arrangements, measuring what actually happened, and turning the findings into action.

Key challenges

  • An exercise announced for a known time measures nothing: it checks that people can leave when told to get ready to leave.
  • Without observers posted before the alarm, an exercise produces no data: the total evacuation time does not say where the queue came to a halt.
  • The debrief is where an exercise becomes useful or remains a ritual. Run like a tribunal, it guarantees that failings will not be reported again.

Learning objectives

  • Design an exercise scenario proportionate to the objective sought
  • Set up observation and measurement arrangements
  • Run the exercise safely, including with members of the public present
  • Analyse the data gathered and identify the causes of failings
  • Run a debrief that produces actions, and write the report

Detailed programme

  1. 1The objectives of an evacuation drill and its levels of difficulty
  2. 2Scenario design: location of the incident, blocked exits, added constraints
  3. 3Exercise safety: risks created, prior information, vulnerable people
  4. 4Observation arrangements: posts, checklists, timing, photography
  5. 5Indicators: reaction time, flow at exits, blockage points, head count
  6. 6Appointed roles: floor marshals, sweepers, evacuation officers, receiving the emergency services
  7. 7Causal analysis: organisation, information, building, behaviours
  8. 8Running the immediate debrief and the deferred debrief
  9. 9The exercise report, the action plan and follow-up through to the next drill
  10. 10A full exercise designed, run and analysed by participants

Target audience

  • First-response and evacuation trainers
  • Safety managers responsible for organising their establishment's drills
  • Safety officers of multi-site premises or premises open to the public

Prerequisites

  • The first-response and evacuation train-the-trainer course, or equivalent experience
  • Having taken part in at least one evacuation drill

Learning methods

Two and a half days, including a real exercise designed and run by the group

Observation checklists and report templates provided to participants

Learning assessment

An exercise scenario designed and presented to the group

An exercise report written from the data gathered

Scope of application

The mandatory frequency and content of evacuation drills vary by country and by the establishment's classification. The course provides a method for organising and analysing them; it does not set the applicable frequency, which remains to be checked with the competent authority.
