In a nutshell

What this course aims to achieve

Understand and apply the CNPP 5011 methodology

Two days applying a methodology for analysing a site's vulnerability to climate hazards: characterising exposure, identifying points of fragility, and putting figures on damage and interruption scenarios.

Key challenges

  • A site's vulnerability rarely lies in the main building: it lies in the basement transformer, the ground-floor server room, and the single road leading there.
  • Past hazard statistics now understate future exposure. Reasoning from loss history alone leads to measures sized too low.
  • A vulnerability reduction measure costs little when decided during a refurbishment, and a great deal when decided after the loss.

Learning objectives

  • Characterise a site's exposure to the relevant climate hazards
  • Identify vulnerability points in the building fabric, the equipment and the access routes
  • Build damage and business interruption scenarios
  • Rank vulnerability reduction measures against their cost
  • Present the analysis to management and feed it into investment projects

Detailed programme

  1. 1Climate hazards and changing exposure: flood, coastal flooding, wind, hail, drought, heat
  2. 2The vulnerability analysis methodology: scope, input data, steps
  3. 3Characterising the site's exposure and the data sources available
  4. 4Building vulnerability: structure, envelope, openings, low levels
  5. 5Vulnerability of equipment and utilities: power, refrigeration, IT, networks
  6. 6Organisational vulnerability: access, staff, suppliers, stock
  7. 7Direct damage and business interruption scenarios
  8. 8Reduction measures: protection, adaptation, relocation, continuity plan
  9. 9A full case study on a supplied site

Target audience

  • QHSE managers, risk managers and insurance managers
  • Site managers, technical and property departments
  • Insurers' prevention officers, design offices and consultants

Prerequisites

  • Knowledge of an industrial or commercial site and its technical installations
  • No background in climatology required

Learning methods

Two days face-to-face, with a case study running throughout

Analysis grids and reporting templates provided to participants

Learning assessment

A vulnerability analysis produced on the case study

Presentation of the prioritised measures to the group

Scope of application

The course draws on a reference vulnerability analysis methodology used in risk prevention. It does not produce a vulnerability study that can be relied on before an insurer or an authority, and does not replace the local natural-risk prevention documents applicable to the site.
